The Ministry of Justice, KOICA, and Tashkent State University of Law will digitalize legal services

An important meeting was held at the Ministry of Justice of the Republic of Uzbekistan, aimed at accelerating the digital transformation of legal services and legal education in the country.

The meeting was attended by Minister of Justice Akbar Tashkulov, Rector of Tashkent State University of Law, Professor Bakhshillo Khodjaev, as well as Head of the Korea International Cooperation Agency (KOICA) Office in Uzbekistan Shin Myung Sop.

During the event, the parties signed a Record of Discussions on the implementation of the project titled “Establishing an Environment and Building Capacity for AI-Based Legal Services in Uzbekistan.”

According to the document, KOICA will allocate a grant of USD 14.5 million for the implementation of this project. From 2026 to 2030, it is planned to gradually develop infrastructure for legal services based on artificial intelligence technologies, expand access to legal information, and introduce innovative solutions into legal education and practice.

In particular, the project предусматривает the creation of an AI-based legal services platform, the development of a digital legal library, the establishment of an Uzbek-Korean Legal Center, the introduction of innovative solutions into legal services and education systems, as well as strengthening the digital and technological capacity of specialists.

As noted during the meeting, the project is aimed not only at technological modernization but also at bringing the system of legal service delivery to a new level — ensuring convenience, efficiency, transparency, and high quality for citizens and business entities.

AI-based legal services will facilitate access to initial legal consultations, provide quick access to necessary documents and information, improve the efficiency of handling applications, and expand opportunities for the population to use legal information.

The project is also of particular importance for Tashkent State University of Law. Within its framework, modern digital solutions will be integrated into the educational process, and opportunities will be expanded to enhance the knowledge and skills of students and faculty in the fields of artificial intelligence, legal tech, and digital legal services.

Following the meeting, the parties agreed to further develop cooperation within the framework of the project and to gradually implement AI-based solutions in the system of legal services and legal education.
