Integration of Scientific Approaches and Practical Experience in Combating Crime in Mahallas Discussed

A scientific and practical conference titled “Integration of Scientific Approaches and Practical Experience in Targeted Crime Prevention in Mahallas” was held at Tashkent State University of Law.

The event, organized at the initiative of the Vice-Rector for Research and Innovation of Tashkent State University of Law and the Research Center of the Criminal Justice Faculty, brought together representatives of government bodies, law enforcement agencies, research institutions, and higher education organizations. Among the participants were specialists from the General Prosecutor’s Office, the Ministry of Internal Affairs, the Tax Committee, the Customs Committee under the Ministry of Economy and Finance, the Family and Women’s Committee, the Mahalla Association of Uzbekistan, as well as other organizations.

During the event, which was organized to integrate the results of scientific research with practical activities in the field of crime prevention and to improve scientific developments based on the extensive experience of law enforcement specialists, participants discussed issues related to improving the crime prevention system, strengthening the prevention of offenses, and introducing the results of scientific research into practice.

As noted during the conference, the Resolution of the President of the Republic of Uzbekistan dated January 5, 2026 (No. PP-1) “On additional measures to introduce a system of comprehensive targeted work to create a safe environment in the mahallas of the republic” sets tasks for the scientific analysis of the causes and conditions of crimes, as well as for the introduction of effective mechanisms for their early prevention.

To ensure the implementation of this resolution, Tashkent State University of Law is conducting scientific research aimed at a comprehensive analysis of the crime situation, studying its criminogenic factors, and increasing the effectiveness of preventive measures. In particular, the university is preparing scientific and methodological materials on 12 types of crimes. During the conference, several of these scientific and methodological materials prepared for certain types of crimes were presented.

In addition, the conference discussed modern methods for analyzing the criminogenic situation in mahallas, identifying crime hotspots, scientifically studying the causes of crimes, and developing measures to eliminate them. Experts put forward proposals to improve mechanisms for early crime prevention in mahallas, the targeted organization of preventive work, and support for law enforcement activities based on scientific approaches.

During the event, special emphasis was placed on the need to strengthen cooperation between government bodies, mahalla institutions, civil society organizations, and scientific institutions in combating crime. It was noted that effective crime prevention should be ensured not only through stricter penalties but also through a thorough analysis of the factors leading to crime, expansion of social prevention measures, and targeted work with the population.

Within the framework of the conference, an open dialogue between scholars and practitioners was organized, during which proposals were made to further improve the developed scientific and methodological materials, introduce them into practical activities, and develop effective mechanisms for preventing offenses.

At the conclusion of the conference, it was emphasized that, taking into account the opinions and recommendations expressed, it is necessary to continue scientific research in the field of crime prevention, further improve the developed scientific and methodological materials, implement them in practice, and carry out comprehensive measures aimed at ensuring a safe environment in mahallas.

It was also noted that the conference is of great importance for further strengthening cooperation between science and practice, the wider introduction of modern scientific approaches in combating crime, and ensuring a stable and safe social environment in the country.
