The conference brought together representatives of the Legislative Chamber and Senate of the Oliy Majlis of the Republic of Uzbekistan, the Constitutional Court, the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan, the Ministry of Justice, the Ministry of Foreign Affairs, the Parliamentary Research Institute under the Legislative Chamber of the Oliy Majlis, the Institute of State and Law of the Academy of Sciences, the Higher School of Judges under the Supreme Judicial Council, professors from TSUL, the Academy of Law Enforcement, the University of Public Security, the Academy of the Ministry of Internal Affairs, the University of World Economy and Diplomacy, as well as leading legal scholars from the USA, Finland, the UK, and Poland.
The conference provided a platform for exchanging views on the evolution of Uzbekistan’s Constitution in recent years. It was emphasized that the Constitution sets a new strategic goal for state development—establishing a social state, incorporating principles of social justice and unity, and strengthening constitutional foundations with innovative mechanisms for protecting human rights and freedoms.
As noted, the new edition of the Constitution establishes the political and legal framework for the large-scale reforms being implemented under the New Uzbekistan Development Strategy, defining priority areas for state and social development. The Constitution also reflects strategic goals aimed at continuing reforms in various spheres of economic, social, and cultural life initiated by the country’s President in recent years. The fundamental law serves as a reliable legal foundation and guarantee of the state’s stable and long-term development and the people’s well-being.
During the conference, reports were presented by national and international scholars on the content of the updated Constitution, the key priorities of the "Uzbekistan 2030" strategy, and the fundamental reforms outlined within its framework.
The reports specifically highlighted the extensive reforms carried out in recent years in the fields of economy, social and cultural life, and the importance of scientific research to explore the role of the updated Constitution in consolidating achievements and advancing further reforms. Constitutional reforms and the expected outcomes of the new edition of the Constitution were discussed in detail.
At the conclusion of the event, the proposals presented during the reports and discussions were summarized, and corresponding tasks were outlined.
