The Council of the Tashkent State University of Law (hereinafter referred to as the university) is the permanent supreme body of the university.
The Council, being a collegial body of the university, makes a collegial decision on the main issues related to organizational and managerial, educational and methodological, scientific and innovative, spiritual as well as financial and economic activities of the University.
The rector approves the composition of the Council. The charter and regulations of the Council are approved by the decision of the Council.
The Council includes vice-rectors, deans of faculties, heads of departments (academic), heads of other departments, leading professors and other employees. The University Council may also include representatives of the Ministry of Justice of the Republic of Uzbekistan, the Ministry of Higher and Secondary Special Education and representatives of other interested ministries, organizations and departments.
The main powers of the Council include:
approval of the work plan of the University and the Council;
approval of test subjects for admission to bachelor's and master's degrees, as well as the terms of study and the procedure for attending students of training sessions;
approval of the reports of the University Admissions Committee;
approval of qualification requirements, curricula and training programs for graduates;
establishment of the form of the final state certification;
setting the amount of tuition fees, as well as setting the admission parameters for undergraduate and graduate programs on the basis of a differentiated contract;
approval of topics of master's theses and graduation qualified works, as well as reports of the state attestation commission;
recommendation of student candidates for scholarships of the President of the Republic of Uzbekistan and other state scholarships and other powers.

Rustambekov Islambek Rustambekovich
Vice-Rector on Academic Affairs at TSUL, Doctor of Law, Professor of Private International Law.
He graduated from Tashkent State Institute of Law as a bachelor in 2007 and master in 2009. He received his Ph.D. in Law in 2011 and his DSc. in Law in 2017.
He specializes in private international law, international investment law, international litigation, international commercial and investment arbitration, conciliation procedures, mediation, recognition and enforcement of foreign court judgments and arbitral awards. He is the author of more than 100 publications (including articles, monographs, textbooks, and manuals).
He is a fellow and member of the Alumni Association of the Max Planck Institute for Comparative and International Private Law in Hamburg. He participated in the development and improvement of Uzbekistan legislation in sphere of investment regulation, international arbitration and mediation, as well as in the development of model bilateral investment treaties.
He is the Chairman of the Academic Council for awarding academic degrees in civil, family, business, and private international law. Founder and head of the Scientific School of International Dispute Resolution, as well as head of the information and analytical project "Arbitrations.uz" in the field of international dispute resolution in Uzbekistan and the CIS countries.
In 2018-2019, he worked as the head of the Department on the Legal Protection of the Interests of the Republic of Uzbekistan in International and Foreign Organizations of the Ministry of Justice of the Republic of Uzbekistan. He represented the interests of the Republic of Uzbekistan in international arbitrations and foreign courts and represented the country at UNSITRAL WG III working group meetings.
Prof. Rustambekov is also an internationally recognized arbitrator and mediator. He is designated member of the arbitration panel of the International Center for Settlement of Investment Disputes (ICSID) from the Republic of Uzbekistan. He is listed in the list of arbitrators of the Hong Kong International Arbitration Center (HKIAC), the Asian International Arbitration Center (AIAC) in Kuala Lumpur (Malaysia), the Independent Arbitration Institute in Delos, Tashkent International Arbitration Centre (TIAC), Ukrainian Arbitration Association (UAA) and International Arbitration at the World Intellectual Property Organization (WIPO).

From this point of view, Tashkent State University of Law is the only higher educational facility in Uzbekistan for those who want to acquire legal knowledge.
Our university has not only a long history of legal education, but also its own traditions and values.
If we turn to the history, our university was founded in 1920 as the Faculty of Law of the Central Asian State University. In 1991, this faculty was transformed into an institute. Consecutively, the institute became the Tashkent State Law University in 2013.
Today, our university has become one of the leading higher educational institutions in the country, providing not only fundamental legal knowledge, but also international knowledge in the field of legal training.
All of this is due to our team of highly qualified professionals. Today, the university employs more than 350 teachers, 100 of whom have academic degrees and titles.
Our main goal is to train competitive, highly qualified legal personnel who can operate internationally.
In this regard, our educational institution carries out large-scale and systematic work on the development of legal education and science.
Currently, our university has 4 faculties. They train lawyers in the fields of public administration, criminal justice, civil and business law, property relations, and international law.
Our university has a full-fledged European credit system, which allows students to continue their studies in foreign higher educational institutions and establish partnerships with them.
At the same time, the complex of disciplines is formed on the basis of 90% of special disciplines, which allows students to master the secrets of the field, to become qualified personnels in their realm.
To blend theoretical knowledge with practice, our University has established departments of applied law in cooperation with the Law Clinic, the Supreme Court, the Prosecutor General's Office, and the Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan. Most of the teachers are practitioners.
In addition, experienced and qualified professors and specialists from the United States, Canada, Great Britain, Italy, France, Germany, Poland, Italy, Switzerland, India, Korea, and Japan were involved in the educational process at the University.
Today, our university cooperates with 44 foreign universities and 6 international organizations. At the same time, joint educational programs are being implemented with 6 universities.
Our educational institution is a full member of the International Association of Universities( IAU), the International Association of Law Schools (IALS), the European Association of Law Faculties (ELFA), the International Association of Universities (Observatory Magna Charta Universitatum), the European Association of Higher Education Institutions (EURASHE).
The educational process and textbooks at our university meet international standards and are recognized by reputable educational institutions.
Classes encompass not only limited theory, but also in active research, writing scientific articles, and various lawsuits. This allows us to develop critical and analytical thinking, to increase the scientific potential. In this process, they can use the services of the Information and Resource Center, which has a fund of more than 350,000 books.
At the same time, various scientific and sports clubs, spiritual and educational clubs have been created at our university to organize meaningful leisure time for students. Student teams have also been formed to participate in various international competitions.
As a result of systematic measures, in 2021, Tashkent State University of Law took part THE Times Higher Education Impact Rankings and took the 401st place among the 1115 most prestigious higher education institutions in the world. This so far is the highest figure recorded by higher education institutions in Uzbekistan.
In a nutshell, today Tashkent State University of Law is becoming one of the leading higher educational institutions of the country, not only in our country and the region, but also in the world, which trains professionals and legal personnel operating at the international level!
Bakhshillo Kamolovich Khojaev

Bakhshillo Kamolovich Khojaev was born on June 25, 1982, in Bukhara region.
Education - higher, a lawyer, doctor of law, associate professor, a lawyer of 1st-degree.
In 2004, he graduated from Tashkent State Institute of Law with a bachelor's degree, and in 2006 - with a master's degree.
From 2004 to 2005 he worked as an assistant lawyer in the law firm "Mezon xususiy xizmati", from 2006 to 2013 - a teacher, and a senior lecturer at the department "Business law and economic procedural law" of Tashkent State Institute of Law, Deputy Dean of the 2nd Faculty of Law.
From 2013-to 2014, he worked as an associate professor at the Department of Business Law at Tashkent State University of Law. From 2014 to 2018, he studied for a doctoral degree in Comparative Law at Nagoya University (Japan). In 2018-2019, he worked as a chief consultant, head of the department, deputy director of the Legal Policy Research Institute under the Ministry of Justice of the Republic of Uzbekistan, and in 2019-2020 - deputy head of the Office for the coordination of legal education and forensic activities of the Ministry of Justice, in 2020 - the head of the department of business law at Tashkent State University of Law, from 2020 to 2022 - dean of the private law faculty.
By the order of the Minister of Justice of the Republic of Uzbekistan on May 12, 2022, № 408-std Hodjaev Bakhshillo was appointed deputy rector for scientific research and innovation of Tashkent State University of Law.
Hoshimxonov Ahrorxon Mominovich

Akhrorkhon M. Khoshimkhonov was born in 1981 in the Samarkand region.
He obtained his BA in Law in 2003 and MA in Law in 2005 from Tashkent State Law Institute.
Work experience
A. Khoshimkhonov started his career in 2005 as a teacher of the Department of State Law and Management of the Tashkent State Law Institute (2005-2008), worked as a teacher of the Department of Constitutional Law (2008), held the position of acting associate professor of the Department (2011-2012).
At the same time, he held senior positions at the Institute:
from 2008 to 2010, he worked as Deputy Dean of the Faculty of Law-1»;
from 2010 to 2013 – Head of the Department of Master Degree Program,
from 2013 to 2016 – Head of the Department of practice, Internships and professional growth;
from 2016 to 2017 – Head of the Department of Environmental and Agricultural Law of the Tashkent State Law University.
From 2017 to 2020, he served as a judge of the Yakkasarai District Criminal Court.
From 2020, A. Khoshimkhonov was appointed to the post of Vice-rector of Youth affairs in TSUL.
Scientific activity
A. Khoshimkhonov is fruitfully engaged in scientific activities.
In June 2008, he defended his PhD thesis on the topic "Legal legislative activity of the Cabinet of Ministers of the Republic of Uzbekistan: problems of theory and practice" in the specialty 12.00.02-State law and management; administrative law; financial law and received the scientific degree of Candidate of Legal Sciences.
He is the author of 1 brochure, more than 30 scientific articles. Currently, he is working on a doctoral dissertation on the problems of organizing the activities of the Cabinet of Ministers of the Republic of Uzbekistan.
Public activities
A. Khoshimkhonov takes an active part in the explanatory work of the university. It conducts events in organizations of the city of Tashkent dedicated to explaining the essence and content of the Constitution of the Republic of Uzbekistan, as well as improving the legal knowledge of the population. He also regularly appears on television as an expert on issues related to the Constitution and regulatory documents.
Umarov Dilshodjon Marufovich

Umarov Dilshodjon Marufovich graduated from the National University of Uzbekistan in 2004, and the Tashkent State Law Institute in 2006, PhD.
His career commenced in 2006 at the Department of Environmental and Agricultural Law at the Tashkent State Law Institute.
From 2013 to 2015, he held the position of the head of the Department of Environmental and Agricultural Law at the Tashkent State University of Law, and from 2015 – as a Deputy Rector of Youth Affairs of the Tashkent State University of Law.
He is the author of more than 100 articles, 10 educational and methodological manuals, textbooks, as well as monographs aimed at studying theoretical and practical issues of environmental legislation, international ecological law, as well as law enforcement practices.
Starting from June 15, 2020, he has become the Deputy Rector of International Cooperation and Continuing Education of Tashkent State University of Law.
Iminov Azizulla Abdulatipovich

Iminov Azizulla Abdulatipovich graduated the Tashkent State University in 1996, and the Tashkent State University of Economics in 2001.
At the start of his career, he worked as an accountant-treasurer, then as a chief accountant in the offices of the legal journal "Hayot va qonun" and legal newspaper "Inson va qonun".
In 1999, he started working at the Tashkent State Institute of Law. In different years, he held the posts of Deputy chief accountant, auditor, and chief accountant.
Umarjon Sobirov – youth leader of TSUL
The primary organization of the Youth Union of Uzbekistan at Tashkent State University of Law held a reporting and election meeting.
The meeting was attended by Shukrullokhon Anvarov, the chairman of Tashkent City Council of the Youth Union of Uzbekistan, Ahror Khoshimkhonov, the first vice-rector of TSUL and students.
At the event, a report from the primary organization of the university was heard, and credentials were presented to the new coordinators of the organization.
Also, a student of the Faculty of Criminal Justice, Umarjon Sobirov, was introduced to the students as a youth leader of the university.
