Education Without Borders: TSUL’s Outreach to Schools and the Wider Public

Educational Outreach Activities Beyond Campus

Tashkent State University of Law (TSUL) is deeply committed to extending legal education beyond its campus, aligning with the principles of Sustainable Development Goal 4 (Quality Education). The university actively engages in a wide range of educational outreach activities designed to enhance legal literacy and constitutional knowledge among the wider community, particularly young people. These initiatives reflect TSUL’s dedication to social responsibility and its role in fostering an informed and legally aware society throughout Uzbekistan.

University-Led Community and Schools Outreach

TSUL spearheads several large-scale projects that bring legal education directly to communities and schools across the nation.

  • “Propaganda Train” Project: This flagship initiative, run in collaboration with the Ministry of Justice, aims to strengthen the constitutional knowledge of the population. Traveling across the country, the project has reached over 200 educational institutions, industries, military units, and communities. Advocacy groups comprised of faculty and student volunteers visit these locations to hold events, conduct quizzes, and educate the public on constitutional principles and legal reforms.

  • Street Law Project: A significant volunteer-driven initiative where TSUL students teach practical, everyday law to secondary school students using interactive methods. Launched in 2018, the project has expanded nationwide, with TSUL providing methodological support to law colleges. Topics covered include human rights, consumer rights, and the prevention of corruption. This program not only enhances the legal awareness of schoolchildren but also develops critical skills for the university students involved.


  • Interactive Constitution Classes: As part of the “Street Law” project, volunteers conduct interactive classes in schools dedicated to the content of the Constitution, furthering the university’s goal of embedding constitutional understanding from a young age.   • Libraries of Justice Initiative: In partnership with the Ministry of Justice, TSUL has established “Libraries of Justice” in “Birdamlik” mahalla of Sergeli district and “Toshkent” mahalla of Yangihayot district in Tashkent, providing community youth with access to over 400 titles of fiction and scientific literature.

Legal Education Manual Distribution

The instructional manual by Mukhriddin Shamsiddinov, “Procedure for receiving child support,” is being distributed to mahallas to increase legal literacy and provide practical assistance to the community.

The manual explains in simple question-and-answer format:

  • Grounds for submitting child allowance applications
  • Payment procedures
  • Refusal conditions
  • Suspension circumstances

Student-Run Educational and Practical Initiatives

A vibrant ecosystem of student clubs and organizations at TSUL plays a crucial role in its educational outreach, providing platforms for practical skill development and knowledge sharing.

  • TSUL Court (Moot Court): This simulated court allows students to gain hands-on experience in litigation, advocacy, and courtroom procedures, developing their legal reasoning and public speaking skills in a practical setting.





  • Academy of Oratory Arts: This specialized program focuses on developing students' rhetoric and public speaking abilities, which are essential for the legal profession.


  • “Young Prosecutors” Club: A dedicated organization for students aspiring to careers in prosecution. The club hosts seminars, workshops, and moot court activities led by experienced legal professionals to provide specialized knowledge and practical skills.


  • “Qomus” Club: An intellectual and educational club that fosters academic growth by hosting lectures, discussions, and debates on a wide range of legal, social, and philosophical topics.


  • Model United Nations (MUN): The TSUL MUN club provides a platform for students to simulate UN proceedings, where they act as diplomats, debate global issues, and draft resolutions. This enhances their skills in diplomacy, negotiation, and international relations. A recent UN model event at TSUL attracted over 1,200 applications and hosted 150 delegates from more than five universities.


  • TSUL ART: A student theatre studio that uses theatrical performances to inspire and educate its audience, embodying the principle that a theatre is a place of instruction.
  • Youth Union and Students’ Association: These bodies serve as dynamic platforms for student engagement, organizing educational seminars, cultural events, and community service activities that foster leadership and social responsibility.

   

Enrichment and Development Programs

TSUL organizes immersive programs to support and encourage talented students, further developing their practical and soft skills outside the traditional classroom.

Summer Camps: The university organizes summer camps for initiative-driven and talented students under mottos like “Young lawyers - builders of New Uzbekistan”. These camps feature psychological training, intellectual games, leadership development contests, and public speaking workshops. Participants also engage in trips to the mountains and various sports competitions.








Public Legal Education and Resources

TSUL is committed to making legal knowledge accessible to all citizens through publications and public discourse.

  • Constitutional Publications: On the 31st anniversary of the Constitution’s adoption, TSUL teachers prepared and published 28 books on its chapters. Written in popular and simple language, these books were presented to the public and the scientific community.

In connection with the 31st anniversary of the adoption of the Constitution of the Republic of Uzbekistan, a team of volunteers of the “Street Law” project, which includes teachers and students of law colleges of the Republic of Karakalpakstan and regions, began conducting interactive classes in schools dedicated to the content of the Constitution.

Project Goals

Developing students’ skills to explain the vital importance of the Constitution and apply personal rights and freedoms in everyday life.

Class Format

Interactive sessions where students receive answers to their questions about the Constitution and its practical application.

  • Scientific Public Discussion: The university organized a major conference on constitutional reforms, creating a special Telegram bot and call centre that received approximately 17,000 proposals from citizens, ensuring public participation in legal discourse.

In accordance with the Presidential Decree dated April 13, 2018, “On Organizational Measures for the Further Improvement of the Activities of the Ministry of Justice of the Republic of Uzbekistan”, TSUL is responsible for coordinating the educational and methodological process in law colleges.

These new-generation textbooks were developed in collaboration with the teaching staff of TSUL and created in line with modern requirements, incorporating contemporary pedagogical technologies.
