It is proposed to develop a concept for the development of telemedicine in Uzbekistan

An international conference on the topic “Legal regulation of digitalization in the healthcare system to ensure the right to healthcare” was held at Tashkent State University of Law.

At the conference, organized in order to ensure the fulfillment of the tasks set by the Decree of the President of the Republic of Uzbekistan “On the wide celebration of the 75th anniversary of the adoption of the Universal Declaration of Human Rights” and the Decree of the President of the Republic of Uzbekistan “On additional measures to digitalize the healthcare system”, presentations were made by professors and teachers of the University of Gdansk, Kazakh-American Free University, TSUL and UWED.

At the conference, organized on the initiative of the Department of International Law and Human Rights of TSUL, the issues of legal regulation of telemedicine were discussed on the example of new principles for the development of medical legislation (MedTech) and the experience of developed countries in this area.

As part of the discussions, the participants of the international conference made the following proposals:

  • development of a concept for the development of telemedicine in Uzbekistan;
  • creation and improvement of the system of telemedicine communication with representatives of the healthcare system in all regions of the country;
  • development of the procedure for certification of telemedicine centers in the healthcare system of the Republic of Uzbekistan;
  • development of compulsory (or state) medical insurance in the Republic of Uzbekistan;
  • legal regulation of telemedicine activities in the Republic of Uzbekistan, in particular, the adoption of the Law of the Republic of Uzbekistan “On Telemedicine” based on the exemplary law of the CIS “On Telemedicine Services” and the WHO global strategy in the field of digital health for 2020-2025;
  • legitimize the gradual transition to digital medicine, so that each patient has a personal account, as well as popularize digital medicine among the population;
  • ensuring a high level of security in the implementation of digital medicine.
