Policy on Protection for Reporting Discrimination at Tashkent State University of Law.


Tashkent State University of Law (TSUL) is committed to providing an educational and work environment freeform discrimination, harassment, and retaliation. To uphold this commitment, TSUL implements a policy that protects individuals who report discrimination from facing educational or employment disadvantages.

Policy Objectives:

Policy statement

TSUL prohibits any form of discrimination based on race, ethnicity, gender, sexual orientation, disability, age, national origin, religion, or any other legally protected characteristic. This policy applies to all students, faculty, staff, and any other members of the university community. Individuals who report discrimination in good faith are protected under this policy.

Scope of the policy

This policy applies to all individuals affiliated with TSUL, including students, faculty, staff, contractors, and visitors. It covers both on -campus and off-campus incidents that affect the university environment.

 

Reporting discrimination

Any individual who experiences or witnesses discrimination is encouraged to report the incident to the university's designated office or authority. TSUL guarantees that individuals who make such reports in good faith will not face any educational or employment disadvantages.

Protection from retaliation

Individuals who report discrimination or participate in an investigation are protected from any form of retaliation. Retaliation includes but is not limited to demotion, dismissal, negative impact on grades, or any other adverse action in education or employment. The university will take appropriate measures to prevent and address retaliation.

 

INVESTIGATIONS AND CONFIDENTIALITY

All reports of discrimination will be promptly and thoroughly investigated by the university. The identity of the individuals involved and the details of the investigation will be kept confidential to the extent possible, consistent with the need to investigate and address the matter.

DISCIPLINARY ACTIONS

Any individual found to have engaged in discrimination or retaliation will be subject to disciplinary action, which may include suspension, dismissal, or termination, depending on these verity of the violation.

In addition to the core elements of the policy, the following aspects enhanced its scope and implementation:

Support Systems for Reporting Individuals -Counseling Services of TSUL offered counseling and support services for those affected by discrimination, including psychological or legal assistance.

Advisory Committees -The university established advisory committees or designated officers to help individuals navigate the process of reporting discrimination, ensuring they receive guidance and support throughout.

The policy is being reviewed annually to ensure it remains relevant and effective in combating discrimination.

WOMEN'S ADVISORY COUNCIL


Large-scale initiatives aimed at systematizing the direction are being implemented in order to work with women to strengthen their position and elevate their status in the fields of education and science within the framework of our republic, to enhance the social and moral climate among women at the Tashkent State Law University, and to further strengthen their position. Furthermore, during the past few years, our nation has passed a number of laws, rulings, and decrees aimed at enhancing the participation of women in society. As a result, state policy now primarily focuses on women. Today, women make up 41% of TSUL's faculty and staff. Many women from the institution are in charge of many departments. Including two deans, thirty-six department heads, and five heads of university administration departments.

1.    LEGAL DOCUMENTS ON ACTIVITY

The Advisory Council on Women's Issues of the Tashkent State Transport University is based on the President of the Republic of Uzbekistan's "Healthy social-spiritual environment in society, further support of the neighborhood institute, and work with families and women" on measures to bring the system to a new level" Decree No. PF-5938 of February 18, 2020 and "On the organization of the activities of the Ministry of Neighborhood and Family Support of the Republic of Uzbekistan" Based on Resolution No. PK-4602 dated February 18, 2020 and Order No. 326 of the Ministry of Higher and Secondary Special Education dated June 17, 2020 on the establishment of advisory councils for women and girls and leads.

2.    THE MAIN TASKS AND FUNCTIONS OF THE COUNCIL

·               co-organizes work to ensure the effective implementation of the state policy to support women, protect their rights and legitimate interests, and increase their role and activity in the country's social and political life;

·               to strengthen the role of women in labor unions, in the field of state and public administration, to help organize targeted work to support them from a social and legal point of view, and to systematically monitor their opinions;

·               timely identification of women's problems, compilation of address lists of women in need of assistance and women in a difficult social situation, including women with disabilities, providing them with socio-legal, psychological and material support will assist in providing rehabilitation tools;

·               prepare young people for family life, teach them the legal and psychological basis of resolving conflict situations in the family, develop proposals for strengthening families, prevent early marriages and family divorces, and help implement relevant measures;

·               carries out public control over the implementation of legal documents on guarantees of equal rights and opportunities for women and men and develops relevant proposals;

·               monitors the implementation of legislation on the protection of women from harassment and violence, makes recommendations on identifying victims of violence, rehabilitating them, and protecting their rights;

·               participates in the development and implementation of regional programs in the field of protection of women from oppression and violence;

·               To prepare students for family life, to direct young families to social activity, to widely promote the life activities and lifestyles of women who are engaged in socially useful work and who have an example;

·               on compliance with the principles of legality, social justice, and transparency in the selection of candidates for holding various pageants and sports competitions among women, for awarding the Zulfiya State Prize and the badge of "Reputable Woman" exercises effective public control;

·               ensures and directly participates in the introduction of documents, standards and requirements for the protection of women's rights in national and international legislation;

·               submits a proposal for recommending women employees who work effectively in the system for State awards.

3.    DUTIES OF THE COUNCIL

The Council performs the following duties in accordance with its duties:

·       carry out their activities in accordance with the legislation of the Republic of Uzbekistan and this Regulation;

·       compliance with the requirements of the Law on public control;

·       not allow insulting the honor and dignity of citizens, interference in their private life;

·       the council may also have other obligations stipulated by the Law.

4.    RIGHTS OF THE BOARD

The Council shall have the following rights:

·               showed activity and initiative in the life of the society and the state, with his effective work, made a worthy contribution to strengthening the harmony and well-being of the family, motherhood and childhood protection, as well as bringing up a healthy and mature generation, raising them in the spirit of loyalty to the Motherland , to the Ministry of Higher and Secondary Special Education in connection with the awarding of the badge of "Honorable Woman" to women who are doing exemplary work in the field of healing the spiritual and moral environment and widely promoting national values. make suggestions;

·               Submit proposals to the Ministry of Higher and Secondary Special Education on issues within the competence of the Council;

·               implementation of public control over the implementation of legislation on the benefits provided for women, especially women in need of assistance and women in a difficult social situation, including women with disabilities;

·               to organize and hold various competitions and sports competitions among women in the university in order to increase the efficiency of the performance of assigned tasks;

·               to get acquainted with the housing and social-household conditions of women in educational institutions, especially women in need of help and women who are in a serious social situation, including women with disabilities;

·               cooperation with mass media on coverage of issues discussed at council meetings;

·               to organize seminars, roundtable discussions and other events to fulfill assigned tasks, invite officials of state bodies and public organizations and neighborhood activists to them if necessary.

The Council may have other rights in accordance with the legislation
