Department of Theory of state and law

General information

The department of Theory of state and law was established with the order No. 08-100 of the rector of the Tashkent State University of Law on June 1, 2020 “On measures to further improve the activities of the Tashkent State University of Law” in accordance with the Decree No. PF–5987 of the President of the Republic of Uzbekistan on April 29, 2020 “On additional measures to radically improve legal education and science in the Republic of Uzbekistan”.

Currently, 15 full-time professors are carrying out academic work of the department. 4 of them are professors and 1 is associate professors, in addition, 1 specialists are involved in conducting classes on part-time basis.

The Department of Theory of state and law is one of the departments of the university with an exemplary history, experience and traditions. Leading scientists such as academician Shavkat Zikiryoevich Urazayev, professor Islamov Zayniddin Muhitdinovich, Najimov Mahmud Kamaliddinovich worked effectively at the department. The department makes a worthy contribution to the training of qualified legal professionals, legal scholars with high scientific potential, as well as in the process of improving the scientific basis of the national legal system. The department is one of the leading institutions in our country for the study of the theory and history of state and law. Over the years, the professors of the department has prepared many textbooks, manuals, monographs and presented them to the educational and scientific community. The professors of the department have actively participated in the preparation of more than a hundred normative legal documents.

Members of the department, such as Akhmedshaeva Mavlyuda Akhatovna, Najimov Mahmud Kamaladdinovich, Kudryavsev Igor Vladimirovich, were awarded state prizes.


The professors of the department teach undergraduate students modules such as “Theory of state and law”, “History of state and law”, “Legal techniques”, “History of political and legal doctrines”, “Lawmaking”, “Introduction to law” and “Comparative law”, as well as master’s degree in “Rule making”, “Modern legal systems”, lectures, seminars and practical classes are conducted. These modules fully equipped with educational and methodical literature. The University’s Information Resource Center regularly updates textbooks, manuals and other literature on the subject.

The department organizes master classes with the participation of highly qualified specialists from public authorities and administration, law enforcement agencies, as well as related educational institutions. In particular, master classes were organized by deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, the Ministry of Justice, the Academy of the Ministry of Internal Affairs and other organizations.

Scientific and scientific–methodical affairs

The scientific potential of the department is 50%, 3 doctors of legal sciences and 5 candidates of legal sciences, 5 of them are professors and 1 of them has the title of acting professor, 2 of them have the title of associate professor. The average age of professors and teachers of the department is 38 years. Professors and teachers of the department have prepared 3 monographs and 14 pamphlets.

At the department 12.00.01 – Theory and history of state and law. Research is being conducted in the field of history of legal doctrines. Currently, the department has 5 independent researchers.

Spiritual and academic affairs

According to the plan established by the teaching staff of the department, lectures on various topics are held in various organizations and institutions. The number of such events were more than 80 in the 2019-2020 academic year.

6 teachers of the department work as group coaches who carry out spiritual and educational activities in special groups.
