Deadlines for accepting documents for "double degree" have been extended

At the request of the TSUL, the deadlines for accepting documents for an additional set for a joint bachelor’s degree at TSUL with the KAZGYU University named after M.S.Narikbayev (Republic of Kazakhstan) and Grodno State University named after Yanka Kupala (Republic of Belarus) were extended.

The last day for accepting documents for additional admission for a joint educational program with KAZGYU is September 24, 2020 (until 24:00).

The last day for accepting documents for a joint educational program with the GSU is September 26, 2020 (until 24:00).

About additional admission of documents for double-degree programs

Applicants who submitted documents to the undergraduate program of the Tashkent State University of Law (TSUL) during the admission campaign of the 2020/2021 academic year for training in Russian, but could not enter, have the right to take part in an additional competition for double-degree undergraduate programs.

 

Acceptance of documents for the additional competition will take place from 15 to 22 September 2020.

 

We remind you, that TSUL organized two joint educational programs: with the KAZGYU University named after M.S. Narikbaev (Republic of Kazakhstan) and Grodno State University named after Y. Kupala (Republic of Belarus).

 

Programs are implemented in accordance with the Decree of the President of the Republic of Uzbekistan dated July 11, 2019 No. DP-4391 "On measures to introduce new management principles in the system of higher and secondary specialized education" and the Order of the President of the Republic of Uzbekistan dated April 29, 2020 No. OP-5987 "On additional measures to radically improve legal education and science in the Republic of Uzbekistan”. The necessary agreements have been concluded between TSUL and partner universities, at the same time the Ministry of Higher and Secondary Specialized Education and the Ministry of Justice of the Republic of Uzbekistan have agreed on admission quotas.

 

The training will take place both at partner universities (abroad) and at TSUL. The cost of training is approximately $ 3,000 per year:

- from $ 1000 to $ 1500 per semester during the period of study at a foreign university;

- from 34.75 to 46.5 basic units of account per semester during the period of study at TSUL.

 

Students who successfully complete their studies under the program will receive 2 diplomas: a bachelor's degree from TSUL and a foreign university. The diplomas do not differ in their status from the diplomas received by graduates in the course of training in the general order. Graduates of double-degree programs will be able to work in the Republic of Uzbekistan and in the country of a partner university without nostrification.

 

To submit documents for the additional competition, follow the short instructions.

 

Step 1. Go to the website degree.tsul.uz and put a tick on the agreement with the selection conditions and press the button "Fill out the application":

Step 2. In the pop-up window, select one of the two joint educational programs.

Step 3. In the form that opens, enter the following data:

1. Surname;

2. Name;

3. Patronymic;

4. Date of birth;

5. Score on the entrance tests conducted by the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan (STC);

6. Phone number;

7. Permanent address.

 

Then attach the following documents in PDF format:

1. Passport;

2. Notarized translation of the passport into Russian;

3. Certificate for 11 classes (college or lyceum diploma);

4. Notarized translation of the certificate for 11 classes (college or lyceum diploma) into Russian;

5. Pass of the applicant, issued by the information system of STC;

6. Answer sheet with a score on the entrance test, issued by the information system of the STC.

 

Then click the "Send" button.

Step 4. After sending the information, you can download an electronic application that was automatically generated by the system and sent to TSUL and a foreign university. To do this, use the "Download PDF" button.

Important! With applicants who have submitted documents for an additional competition, partner foreign universities will conduct interviews for compliance with the minimum requirements for training. Applicants will be admitted to the interview one by one in descending order of points scored in the entrance tests conducted by the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan. Partner universities reserve the right not to interview all applicants without exception if previous applicants with higher test scores have demonstrated compliance with the minimum requirements and were recommended for admission to study.

The rating of applicants for a joint educational program with KAZGYU has been determined

KAZGYU University named after M.S.Narikbayev completed interviews with applicants for admission to the bachelor’s joint educational program. The program is being implemented jointly with the Tashkent State University of Law.

434 applicants submitted their documents. The interviews were conducted by the faculty of the Graduate School of Law of KAZGYU University named after M.S.Narikbayev online through the ZOOM platform. The selection procedure was organized in an extremely transparent manner; representatives of the Ministry of Justice of the Republic of Uzbekistan and the Tashkent State University of Law observed the course of the interviews.

Based on the results of interviews, in accordance with the approved admission quota, a list of 110 applicants recommended for admission to study under a joint educational program was formed. 10 applicants who scored the highest scores based on the results of the interview were given a grant for free education at KAZGYU. They will only need to pay for the period of study at the Tashkent State University of Law (3-course and 4-year spring semester).

In the near future, the selection committee of the KAZGYU University named after M.S.Narikbaev will contact the applicants who have entered to instruct them on enrollment in a joint educational program, registration and payment of a training contract. In addition, TSUL will send registered letters with notice to the applicants recommended for admission to training.

If the selected applicants refuse to enter the double-degree program or fail to pay tuition fees for the autumn semester of the 1st course until September 5, 2020 inclusive, the next applicants on the list who have scored 50 points and above will receive the right to enroll in the KAZGYU double-degree program. Applicants who did not score 50 points are not allowed to enroll.

If there are vacancies within the established quota, the selection committee will organize an additional competition from September 15, 2020.

Applicants who refuse to study or who have not paid the contract on time will be able to apply for admission to the joint educational program in the future only if two conditions are met:

– by the time they apply for admission under a joint educational program, the quota of 110 people will not be filled, which will lead to an additional competition;

– the applicant who refused to study, according to the points previously scored at the previous interview, took a place in the new rating of the additional competition among the entrants.

Conditional example:

A.Abdullaev scored 80 points at the interview, he was offered training in a joint educational program. However, the applicant did not pay the tuition payment on time, because he hoped to score points on the entrance tests at TSUL or another university in order to study in the usual way, not in a joint educational program. It was not possible, A.Abdullaev did not enter in the usual way and now asks to give him the opportunity to study in a joint educational program again.

There are 3 situations here.

Situation 1. The quota for the joint educational program was filled completely by applicants who agreed to study and paid the contract on time. Despite the fact that Abdullaev previously scored 80 points at the interview and was recommended for admission to training, he will be refused due to the fact that he did not pay the contract on time.

Situation 2. The quota for the joint educational program was not completely filled, there were 10 vacant places. The KAZGYU Admissions Committee organized an additional competition for 10 unfilled quota places. The additional competition was attended not only by applicants who had previously participated in the interview, but also many new applicants. The passing score of the additional competition was 90 points. Those 80 points that Abdullaev scored earlier were not enough for admission to the joint educational program within the additional competition, although he was previously recommended for admission, but did not pay the contract on time. A.Abdullaev will be refused admission to the joint educational program.

Situation 3. The quota for the joint educational program was not completely filled, there were 10 free places. The KAZGYU Admissions Committee organized an additional competition for 10 unfilled quota places. The additional competition was attended not only by applicants who had previously participated in the interview, but also by many new applicants. The passing score of the additional competition was 80 points. A.Abdullaev previously scored 80 points and will be accepted for training in a joint educational program.

Partner universities will accept documents for admission to the double degree program online during the period of July-August. Applicants who have submitted their documents to TSUL in the standard procedure do not automatically participate in the competition for admission to double degree programs. However, applicants can simultaneously submit documents to TSUL in the standard order and to a double degree program at a partner University.

Entrance tests for admission to the double degree program will be held in the form of an interview conducted by partner universities. Interviews will be held in the second half of August.

Training under the double degree program is carried out on a paid-contract basis. Amount of the tuition fee is equivalent to 3 000 US dollars per annum.

At the same time, the University of KAZGUU named after M.S.Narikbayev in the 2020/2021 academic year is ready to provide its educational services free of charge to 10 students accepted for training.

Абитуриенты, которые сдали документы в бакалавриат Ташкентского государственного юридического университета (ТГЮУ) в ходе приемной кампании 2020/2021 учебного года для обучения на русском языке, но не смогли поступить, вправе принять участие в дополнительном конкурсе на двудипломные программы бакалавриата.

 

Прием документов на дополнительный конкурс состоится с 15 по 22 сентября 2020 года.

 

Напомним, что ТГЮУ организовал две совместные образовательные программы: с университетом КАЗГЮУ им. М.С.Нарикбаева (Республика Казахстан) и Гродненским государственным университетом им. Я.Купалы (Республика Беларусь).

 

Программы реализуются в соответствии с постановлением Президента Республики Узбекистан от 11 июля 2019 года ПП–4391 «О мерах по внедрению новых принципов управления в систему высшего и среднего специального образования» и указом Президента Республики Узбекистан от 29 апреля 2020 года № УП–5987«О дополнительных мерах по кардинальному совершенствованию юридического образования и науки в Республике Узбекистан». Между ТГЮУ и партнерскими вузами заключены необходимые договоры, а Министерство высшего и среднего специального образования и Министерство юстиции Республики Узбекистан согласовали квоты приема.

 

Обучение будет проходить как в партнерских вузах (за рубежом), так и в ТГЮУ. Стоимость обучения составляет ориентировочно 3 000 долл. США в год:

– от 1000 долл. до 1 500 долл. США в семестр в течение периода обучения в иностранном вузе;

– от 34,75 до 46,5 базовых расчетных единиц в семестр в течение периода обучения в ТГЮУ.

 

Студенты, успешно завершившие обучение по программе, получат 2 диплома: диплом бакалавра ТГЮУ и иностранного вуза. Дипломы никак не отличаются по своему статусу от дипломов, получаемых выпускниками при обучении в общем порядке. Выпускники двудипломных программ смогут работать в Республике Узбекистан и в стране партнерского вуза без нострификации.

Важно! С абитуриентами, подавшими документы на дополнительный конкурс, партнерские зарубежные вузы проведут собеседования на предмет соответствия минимальным требованиям для обучения. Абитуриенты будут допускаться на собеседование по очереди в порядке убывания баллов, набранных на вступительных тестовых испытаниях, проведенных Государственным центром тестирования при Кабинете Министров Республики Узбекистан. Партнерские вузы оставляют за собой право не проводить собеседование со всеми без исключения абитуриентами, если предшествующие абитуриенты с более высокими баллами по тестам продемонстрировали соответствие минимальным требованиям и были рекомендованы к приему на обучение.

How to apply for double-degree program of TSUL and KAZGUU

Documents for admission to the double-degree bachelor's program “International economic law” are accepted by KAZGUU online until August, 10.

Step 1. Scan 2 documents:

1. Passport pages with personal data (pages 2-3) and a permanent residence stamp (usually pages 6-7).

If you are a permanent resident of Uzbekistan without citizenship, you must scan the relevant pages of your residence permit document. Foreign citizens scan their national passports.

2. A document of general secondary education (certificate for 11 classes) or professional education (diploma of a lyceum, college, technical school).

How to submit documents for the double-degree program of TSUL and GrSU

Documents for admission to the double-degree bachelor's program "International Private Law" are accepted by the GrSU online until August, 10. Let us analyze what the applicant needs to do step by step.

Step 1. Prepare the documents:

a) Scan:

– passport (pages 2–3 with personal data, as well as with a permanent residence stamp - as a rule, pages 6–7);

– birth certificate.

If you are a stateless person permanently residing in Uzbekistan, you need to scan the corresponding pages of the residence permit. Foreign citizens scan their national passports.

b) Prepare to fill in the data:

– for graduates of 11 grades - a document on general secondary education (certificate for 11 grades);

– for graduates of lyceums, colleges and technical schools – a certificate for 9 classes and a diploma of a lyceum (college, technical school).

Step 2. Go to the application form on the official website of the GrSU (direct link - recruit.grsu.by).

Please note that applicants who successfully pass the interview will be required to submit additional documents:

– application addressed to the rector of the GrSU in the prescribed form;

– the original document on education indicating the disciplines studied and their volume, marks (points) received on them;

– a medical report on the state of health and a certificate of the absence of HIV infection, issued by the official health authority of the Republic of Uzbekistan;

– a copy of the birth certificate;

– a copy of the identity document (passport);

– 4 color photographs of 3x4 cm.

All documents executed in the Uzbek language must be accompanied in the future by their translation into Russian, certified by a notary.

Answers to frequent questions

1. When are the interviews for admission to the double degree programs?

Interviews will be held from 11 to 25 August, 2020. Each applicant has individual date and time for the interview. The applicant will be notified of the date and time of his/her interview by e-mail, which he/she indicated during submission of the documents. Please check your mail more often. Also, just in case, check the Spam folder.

In addition, the Telegram channel "Double Degree Programs of TSUL" is functioning (link for subscription - https://t.me/duodiplomtsul). The channel contains the necessary information and announcements. Subscribe to the channel and stay up to date.

2. How will the interview be conducted?

The interview will be conducted remotely through the ZOOM program. It's free. Install it on your computer or phone right now. The program can be downloaded from this link: https://zoom.us/download. To install, follow the instructions (the file is attached).

Please note that to avoid technical problems during the interview, your Internet connection must be high-speed and stable. Therefore, we recommend to use the ZOOM program from a computer via a wired Internet. In this case, the connection to the Internet must be based on ADSL or G-PON technologies.

3. When do I need to pay the tuition fee?

The contract for 1 course of study on double-degree programs must be paid within 5 days after the commission makes a decision on the admission of an applicant to study. Unlike payment for the contract in the usual way, the payment deadlines for double degree programs will not be extended. Payment for the contract will be carried out on the basis of the concluded agreement through the bank to the current account of the partner university.

Payment can be made for each semester separately.

Important! If the contract is not paid until the deadline, the decision to admit the applicant to study is canceled. Instead, another applicant will be accepted, who follows the first in the ranking among those who did not enter.

4. When will the study on joint educational programs begin?

Education in double-degree programs will begin in September 2020. Education for 1 course is provided at a partner university in a foreign state.

In connection with the quarantine measures, education will be temporarily carried out remotely in virtual classrooms. This will not in any way affect the quality of the educational process.

5. Is accommodation provided for double degree students abroad?

Yes, students are provided with a place in a dormitory that meets all sanitary standards and rules.

On a double-degree program with the KAZGUU University named after M.S.Narikbaev (Republic of Kazakhstan, Nur-Sultan) the cost of living in a dormitory is included in the cost of the contract for education. Within the framework of a double-degree program with the Grodno State University named after Y. Kupala (Republic of Belarus, Grodno) accommodation in a dormitory is paid separately and is not included in the cost of the contract for education.

6. Is it possible to transfer to a regular bachelor's degree at TSUL from a double-degree program?

No, it is prohibited at the state level. The fact is that the students of the double-degree program are already students of the TSUL. In addition, the curriculum of the double-degree program differs from the standard undergraduate program of TSUL and the difference in subjects does not allow.
